Lieutenant Colonel Armando J. Martinez graduated from the University of South Carolina in May 2003 earning a B.S. in Business Information Systems and a B.S. in Human Resource Management. He was commissioned a Second Lieutenant in the United States Marine Corps and reported to the Basic School in June 2003. Upon graduation from The Basic School, he reported to II Marine Expeditionary Force to serve as the Assistant Budget Officer.

In January 2005, Second Lieutenant Martinez attended Financial Management Officer Course at the Financial Management School in Camp Johnson, North Carolina. Upon graduation, he returned to II Marine Expeditionary Force as the Budget Officer and later deployed with II Marine Expeditionary Force (Forward) from February 2007 to February 2008 serving as the Iraqi Security Forces and Transition Team Budget Officer in Camp Fallujah Iraq. Upon completion, Captain Martinez returned to II Marine Expeditionary Force as the Budget Officer while also earning his Master’s in Business Administration from Trident University International.

In May 2008, Captain Martinez reported to Expeditionary Warfare School where he would serve as the Assistant Academic Officer from June - July 2008 and subsequently as an Expeditionary Warfare School student until May 2009. Upon completion, he reported to Officer Candidate School to serve as an Academics Instructor.

In August 2009, Captain Martinez reported to United States Marine Corps Forces Pacific to serve as the Assistant Budget Officer. While assigned, he participated in BALIKATAN ‘14 as a Combined Joint Task Force Budget Officer.

In August 2011, Captain Martinez reported to Financial Management School in Camp Johnson, NC to serve as the Operations Officer.  In July 2012, Captain Martinez assumed the duties of Senior Instructor and would also assume the duties as Academic Officer beginning in December 2012.  In May 2013, Major Martinez assumed command of Headquarters and Service Company, Marine Corps Combat Service Support Schools.

In May 2014, Major Martinez reported to the Deputy Under Secretary of the Navy (Management) to serve as a Senior Policy Analyst.  While assigned, Major Martinez served as a member of Task Force Innovation and was a lead program manager for the Department of the Navy’s crowdsourcing initiative, “the Hatch.”

In May 2016, Major Martinez reported to Task Force 51 / 5th Marine Expeditionary Brigade to serve as the Assistance Chief of Staff, G8 and the Command Sexual Assault Response Coordinator.  While assigned, he participated in EAGER LION ‘17 and EAGER LION ‘18.

In August 2018, Lieutenant Colonel Martinez reported to Headquarters Marine Corps, Programs and Resources to serve as the Deputy Branch Head for the Risk and Compliance Branch, which serves as the Marine Corps’ liaison for the Full Financial Statement Audit.

Lieutenant Colonel Martinez’ personal decorations include: the Meritorious Service Medal (in lieu of 3rd Award), Navy and Marine Corps Commendation Medal (in lieu of 2nd Award), Navy and Marine Corps Achievement Medal, and Philippine Commendation Medal. His certifications include the Department of Defense Certified Financial Manager (Level III) and the Certified Defense Financial Manager, and he was previously certified as a Sexual Assault Response Coordinator (Level I).
