Terrorism
The calculated use of violence or threat of violence to inculcate fear, intended to coerce or to intimidate governments or societies in the pursuit of goals that are generally political, religious or ideological.

Antiterrorism
Defensive measures used to reduce the vulnerability of individuals and property to terrorist acts, to include limited response and containment by local military forces.

U. S. Policy on Terrorism
1. All terrorist actions, whatever their motivation, are criminal and intolerable and should be condemned.
2. All lawful measures to prevent such acts and bring to justice those who commit them will be taken.
3. The U.S. will not bargain, or make any concessions to terrorist blackmail, to do so would invite further demands.
4. When Americans are abducted overseas, the United States will continue to cultivate international cooperation to combat terrorism and secure a safe release of the hostages.
