The Visitor Center, located at Building 901 near the Main Gate, is open Mon-Fri, 0500-2030, except holidays. As part of the Services Division of PMO, this office is responsible for base access, vehicle, weapon, and pet registration, as well as profile creation. For inquiries, call 760-830-6794.

During closed hours, contact the PMO Desk Sergeant at 760-830-6800 for base access matters.

The SECNAV 5512/1 Local Population ID Card/Base Access Pass Registration Form is a required document for gaining access to a military installation. It is necessary for non-permanent personnel, first-time Defense Biometric Identification System (DBIDS) applicants, newly hired civilians, and new visitors to the Marine Corps Air Ground Combat Center (MCAGCC). The form helps ensure the security of the military installation by collecting relevant information and verifying the identity of individuals seeking access.

To fill out the form:

  • Fill out all questions: Ensure you answer all questions on the form (1-30) accurately and thoroughly, providing the necessary information for each section. This will include personal details, employment or military affiliation, and any other relevant data.
  • Provide an acceptable form of identification: Along with the completed form, you will need to provide an acceptable form of identification, such as a compliant driver's license, passport, or other government-issued ID.
  • Authorization and Release: Question 30 on the form is an Authorization and Release and Certification statement. By signing this statement, you acknowledge the purpose of the form, declare that all the information provided is true and correct, and authorize the collection of personal information for background (fitness) and vetting purposes from federal, state, and local agencies.
  • Signature: After completing all questions, sign question 30 on the form to acknowledge the statement and attest to the accuracy of the information provided. Your signature confirms that you have provided truthful and correct information on the document and agree to the Authorization and Release statement.

If your driver's license or state ID bears "Federal Limits Apply" or similar wording, it cannot be used for base access. Furthermore, if your ID lacks a REAL ID-compliant seal or doesn't specify "Enhanced," you must provide additional documents to gain entry to the base. In these instances, you'll need to present an original or certified true copy of your birth certificate or Social Security card, along with the non-compliant identification.

Foreign Born Visitors

Foreign Nationals - Non-Government/Military affiliated foreign guests must present an unexpired foreign passport with valid visa or entry stamp.

Permanent Resident – If permanent residency has been established, please bring your permanent resident card along with an acceptable form of identification.

Birth Abroad – Please bring your Certificate of Naturalization (Form N-550 or N-570), Consular Record of Birth Abroad, or U.S. Passport along with an acceptable form of identification.

Sponsors must have an updated profile with the Visitor Center, this includes service members/civilians on orders, in training status, and/or temporarily assigned to MCAGCC.

DEFENSE BIOMETRIC IDENTIFICATION SYSTEM (DBIDS)

  1. Initiate Sponsorship: Identify an authorized Base Sponsor within MCAGCC, Twentynine Palms. Your sponsor should be a representative holding a government-issued Common Access Card (CAC).
  2. Pre-Enrollment Online: Complete the DBIDS pre-enrollment at https://dbids-global-enroll.dmdc.mil/preenrollui/#!/.
  3. Sponsor's Action: The Base Sponsor must email the Visitor Center Office at SMB_PLMS_G-7_PMO_VEHICLE_REGS@usmc.mil with the DBIDS request form. This form must be sent from the sponsor's .mil account to verify their sponsorship.
  4. Appointment Scheduling: Appointments can be scheduled at any time by contacting the Visitor Center at 760-830-6734. It's advised to schedule your appointment after your sponsor has submitted the DBIDS request form.
  5. Preparation for Appointment: On the day of your appointment, you must bring physical proof of identity, such as a Social Security Card, Individual Tax Identification Number (ITIN), or Certificate of Naturalization.

The requirements for vehicles to access and operate aboard the Combat Center are independent of an individual's personal approval to access the installation.

General Requirements
When applicable, persons requesting to register a motor vehicle aboard the Combat center are required to present the following valid information:

License: A state driver’s license or a state license with endorsement if registering a motorcycle.

Registration: Registration card (if issued by state/territory) or sticker observed on vehicle if registration document was not issued. If your state/territory issues proof of registration it must be presented.

Insurance: To register a vehicle, the insurance policy must include the vehicle as a listed item. The driver of the vehicle must also be listed on the policy along with the vehicle or must have their own separate coverage after 60 days of continuous use. In addition, to show proof of insurance, you can either be the named policyholder of the insurance policy or be listed on the declaration page of another person's policy as a driver of the vehicle you want to register. This is a requirement to ensure that all vehicles on the road are covered by adequate insurance in case of accidents or other incidents.

Fleet and Company Vehicles: You must present registration and insurance in the organization’s name, or you will be required to show proof in all areas stated above.

Rental Vehicles: You must provide the rental agreement in either the driver’s or the organization’s name.

Vehicle Smog Inspection Program: Proof of smog inspection is required for non-California registered gasoline-powered vehicles eight or more model-years old. Proof of smog is required for non-California registered diesel-powered vehicles manufactured after 1999 or those having a gross vehicle weight rating less than 14,000 pounds.

Notarized Written Permission: Vehicle registration that is not in the name of the operator requires notarized permission to operate and register the vehicle aboard MCAGCC. This shall be completed before a sixty-day window expires.

Driver Improvement Course: Drivers 25 years old and younger must show completion of Driver Improvement, Driver Awareness, or other Marine Corps sanctioned driver’s program.

Copies of all applicable documents and a vehicle registration form may be submitted as an attachment and emailed to SMB_PLMS_G-7_PMO_VEHICLE_REGS@usmc.mil or copies of all applicable documents with a vehicle registration form can be brought to the Visitor Center to avoid waiting. Please advise Visitor Center staff to have your packet reviewed before leaving.

A Trusted Traveler designation allows an individual presenting an approved DoD or Federal PIV ID card installation access and the ability to vouch for accompanying co-travelers who are on foot or occupants inside a passenger vehicle. Occupants in a vehicle must be properly seated and secured in accordance with federal, state, and site motor vehicle laws.

The Trusted Traveler program is permitted during the hours of 0500-2300 and shall be discontinued during the hours of 2300-0500. During the discontinued time, all co-travelers on foot or in a vehicle must show acceptable identification.

The Trusted Traveler designee must have sufficient knowledge of the co-travelers to legitimately vouch for their identity, fitness, and purpose. Co-travelers must present an acceptable and valid credential if identification is requested by Marine Corps Law Enforcement (LE) personnel conducting command authorized RAMs.

The Trusted Traveler designee is responsible for the actions of all co-travelers while they are onsite.

The number of co-travelers may not exceed five individuals per Trusted Traveler unless specifically authorized by the site commander.

Trusted Travelers are responsible for verifying citizenship of co-travelers and are prohibited from vouching for foreign nationals.

Organizations must submit a sponsored guest list no fewer than 3 days before the start of the event.

Proper identification is required of all guests.

Persons requesting access to Marine Corps sites shall be subject to a background check screening to determine historic and current fitness.

If you are denied access, you will receive a denial packet which must be filled out in its entirety.

PRIVACY ACT STATEMENT

In accordance with DoDI 5505.17, PII collected, used, maintained or disseminated in the execution of 209 access control shall be appropriately maintained and safeguarded to prevent unauthorized access, use, disclosure, or 210 loss. Any misuse or unauthorized disclosure of PII may result incivil and criminal penalties. The DON recognizes 211 the privacy of an individual is a personal and fundamental right that shall be respected and protected. The DON's 212 need to collect, use, maintain, or disseminate PII for the purpose of discharging its statutory responsibilities shall be 213 balanced against invasion of privacy. All collection, use, maintenance, or dissemination of PII shall be conducted in 214 accordance with the Privacy Act of 1974 as amended and implemented per DoDI 5505.17, 5 United States Code 215 (U.S.C.) 552a, DoDI 5400.11, DoDD 5200.27, and SECNAVINST 5211.5. Commanders shall ensure all local 216 command policies address PII protection in accordance with this policy and DoDI 5505.17, 5 U.S.C. 552a,DoDI 217 5400.11, DoDD 5200.27, and SECNAVINST 5211.
