MCAGCC Visitor Center

The Visitor Center's operating hours are Mon-Fri 0530 to 1630.

Located at Building 901 near the Main Gate, the Visitor Center is open Mon-Fri 0530-1630, except holidays. As part of the Services Division of PMO, this office is responsible for base access, vehicle, weapon, and pet registration, as well as profile creation.

To obtain base access, follow the instructions below.

If your driver's license or state ID bears "Federal Limits Apply" or similar wording, it cannot be used for base access. Furthermore, if your ID lacks a REAL ID-compliant seal or doesn't specify "Enhanced," you must provide additional documents to gain entry to the base. In these instances, you'll need to present an original or certified true copy of your birth certificate AND Social Security card, along with the non-compliant identification.

Foreign Born Visitors

Foreign Nationals - Non-Government/Military affiliated foreign guests must present an unexpired foreign passport with valid visa or entry stamp.

Permanent Resident – If permanent residency has been established, please bring your permanent resident card along with an acceptable form of identification.

Birth Abroad – Please bring your Certificate of Naturalization (Form N-550 or N-570), Consular Record of Birth Abroad, or U.S. Passport along with an acceptable form of identification.

Sponsors must have an updated profile with the Visitor Center or PMO Services Department Building 1408. Sponsors are designated as active and reserve military personnel, military family members above the age of 18, retired military personnel residing on-site, and government civilians who are U.S. citizens.

• Visitors with sponsored access longer than 60 days will be considered long-term visitors and are subject to permanent personnel registration requirements.

• You may pick up a solicitation packet at the Visitor Center during hours of operation.
• Packets must be completed in its entirety before returning to the Visitor Center.

DEFENSE BIOMETRIC IDENTIFICATION SYSTEM (DBIDS)

1. Initiate Sponsorship: Identify an authorized Base Sponsor within MCAGCC, Twentynine Palms. Your sponsor MUST be a designated sponsor as identified in the Sponsorship tab.
2. Pre-Enrollment Online: Complete the DBIDS pre-enrollment at https://dbids-global-enroll.dmdc.mil/preenrollui/#!/.
3. Sponsor's Action: The Base Sponsor must utilize the Sponsorship Request Form.
4. Appointment Scheduling: Appointments can be scheduled using the request an appointment link or by contacting the Visitor Center at 760-830-6794 / 760-830-6734 / 760-830-7700.
5. Preparation for Appointment: On the day of your appointment, you must bring physical proof of identity, such as a Social Security Card, Individual Tax Identification Number (ITIN), or Certificate of Naturalization to be enrolled into DBIDS.

The requirements for vehicles to access and operate aboard the Combat Center are independent of an individual's personal approval to access the installation.

General Requirements
When applicable, persons requesting to register a motor vehicle aboard the Combat center are required to present the following valid information:

License: A state driver’s license or a state license with endorsement if registering a motorcycle.

Registration: Registration card (if issued by state/territory) or sticker observed on vehicle if registration document was not issued. If your state/territory issues proof of registration it must be presented.

Insurance: To register a vehicle, the insurance policy must include the vehicle as a listed item. The driver of the vehicle must also be listed on the policy along with the vehicle or must have their own separate coverage after 60 days of continuous use. In addition, to show proof of insurance, you can either be the named policyholder of the insurance policy or be listed on the declaration page of another person's policy as a driver of the vehicle you want to register. This is a requirement to ensure that all vehicles on the road are covered by adequate insurance in case of accidents or other incidents.

Fleet and Company Vehicles: You must present registration and insurance in the organization’s name, or you will be required to show proof in all areas stated above.

Rental Vehicles: You must provide the rental agreement in either the driver’s or the organization’s name.

Notarized Written Permission: Vehicle registration that is not in the name of the operator requires notarized permission to operate and register the vehicle aboard MCAGCC. This shall be completed before a sixty-day window expires.

Driver Improvement Course: Drivers 25 years old and younger must show completion of Driver Improvement, Driver Awareness, or other Marine Corps sanctioned driver’s program.

Permanent Personnel Submission
All applicable documents, along with a completed vehicle registration form, must be submitted at the Visitor Center. If any requirements are not met, a 30-day temporary registration will be issued to allow time for corrections.

Per CCO 1630.6D, any personnel who live aboard the Combat Center shall register their privately owned weapon and/or pet with the Provost Marshal’s Office within five working days of reporting to their unit.

Registration is done online by completing and submitting PMO’s Registration form.

A Trusted Traveler designation allows an individual presenting an approved DoD or Federal PIV ID card installation access and the ability to vouch for accompanying co-travelers who are on foot or occupants inside a passenger vehicle. Occupants in a vehicle must be properly seated and secured in accordance with federal, state, and site motor vehicle laws.

The Trusted Traveler program is permitted during the hours of 0500-2030 and shall be discontinued during the hours of 2030-0500. During the discontinued time, all co-travelers on foot or in a vehicle must show acceptable identification.

The Trusted Traveler designee must have sufficient knowledge of the co-travelers to legitimately vouch for their identity, fitness, and purpose. Co-travelers must present an acceptable and valid credential if identification is requested by Marine Corps Law Enforcement (LE) personnel conducting command authorized RAMs.

The Trusted Traveler designee is responsible for the actions of all co-travelers while they are onsite.

The number of co-travelers may not exceed five individuals per Trusted Traveler unless specifically authorized by the site commander.

Trusted Travelers are responsible for verifying citizenship of co-travelers and are prohibited from vouching for foreign nationals.

This program is subject to changes at any given time.

The criteria below outline the conditions that disqualify individuals from base access.

⇒ Marine Corps LE or VCC personnel are unable to verify the individual’s claimed identity based on reasonable belief the person submitted fraudulent identity information in the attempt to gain access.

⇒ The individual has a conviction for espionage, sabotage, sedition, treason, terrorism, armed robbery, or murder.

⇒ The individual has a felony conviction for a firearms or explosives violation, regardless of the date of conviction.

⇒ The individual has been convicted of crimes encompassing sexual assault or rape.

⇒ The individual has been convicted of crime encompassing child molestation, or the possession or production of child pornography.

⇒ The individual has been convicted of trafficking in persons.

⇒ The individual is a registered sex offender.

⇒ The individual has been convicted of drug possession with intent to sell or distribute.

⇒ The individual has an active arrest warrant from federal, state, local, or other civil LE authorities, regardless of offense or violation.

⇒ The individual has a felony conviction within the last 10 years, regardless of the offense or violation.

⇒ The individual’s name appears on any federal or state agency watch list for criminal behavior or terrorist activity.

⇒ The individual is debarred entry or access to a Marine Corps site, other DoD installations or facilities, or other federal site or facility.

⇒ The individual engaged in acts or activities designed to overthrow the U.S. Government by force.

⇒ The individual is known to be or reasonably suspected of being a terrorist or belongs to an organization with known terrorism links/support.

⇒ The individual is known to be, or suspected of being, a terrorist or belonging to an organization with known links to terrorism or support of terrorist activity.

⇒ The individual is on parole or probation.

⇒ The individual has criminal arrest information that causes the site commander to determine the person presents a threat to the good order, discipline, or health and safety on the Marine Corps site.

Does everyone in a vehicle need to be registered in DBIDS?
All individuals 18 years and older that require access to the installation will need to register.

What happens if I don't pre-enroll?
Pre-enrollment helps to expedite the processing time. There may be additional delays if the pre-enrollment is not completed in advance.

If I have a DBIDS card at another base, do I need to register again for MCAGCC?
Yes, go directly to the Visitor Center with your DBIDS card and MCAGCC permissions can be loaded on your existing DBIDS card.
