Pfc. Fernando Soaves, a food service specialist with Headquarters Battalion, Company B, cuts yams before the hall opens for lunch hours Sept. 6. Due to the hard work of workers like Soaves, Phelps Hall is now a runner-up for the W.T.P. Hill Award, one that distinguishes a chow hall as the best in the Marine Corps.
